An issue is found. A person takes responsibility.

A finding that billing is blocked becomes useful work when someone accepts responsibility for it. In the example, the office reviewer checks the delivery, note and billing coverage before deciding whether to request the confirmation.

Prepared is a state of its own.

The message can be ready to review without having been approved or sent. Keep the recipient, wording and supporting order visible. A proposed action is not permission to act.

The business issue stays open.

Preparing a request does not produce a confirmation. Sending a request would not establish that it arrived, and receiving the confirmation would not establish that an invoice was created. Each outcome needs its own evidence.

Agree the boundary before handing over work.

Define who owns the case, what needs approval and what counts as complete. Available external actions and their authorization are confirmed separately from this preview.
